Rules and Rule Making

The Office of the Secretary of State publishes the Arizona Administrative Code (A.A.C.), the official compilation of rules that govern state agencies, boards, and commissions, and the Arizona Administrative Register (A.A.R.), the official publication to track rulemaking activity. The Secretary of State’s website notes that the paper copies of these publications are the official copies and provides a disclaimer regarding the electronic versions.

This section of our website provides quick links to the current ADOA Human Resources Division Rules and rulemakings that have been finalized and are in effect but not yet incorporated in the electronic A.A.C., information about pending rulemakings that are currently in the rulemaking process, as well as some quick links to several websites that contain useful rulemaking information.

Rulemakings Currently in Progress

Summary:

The Human Resources Division is proposing to amend rules in 2 A.A.C. Chapter 5 - State Personnel System (SPS) to address issues identified during the preceding Five-year Review Report, as approved by the Governor’s Regulatory Review Council (GRRC) on July 12, 2018, as well as other rules to align with statutory requirements, implement the directives outlined in Executive Order 2023-24, improve the effectiveness of the rules and make them less burdensome, and make the rules consistent with other sections of the Chapter.
