Advisory Recommendation

The 2017 Advisory Recommendation is a report presented by the Arizona Department of Administration to the Governor and the Legislature to assist them with the establishment of a strategic direction that will ensure the state’s competitiveness with the labor market while also maintaining a competent, productive and satisfied workforce. This report is required by statute (A.R.S. § 41-751) and provides information on the current compensation levels of state employees compared to other local and regional public and private sector employers. In addition to the compensation issues addressed in the advisory recommendation, the report also provides information on turnover and predictive information about future market movement.

2018 Workforce Report

The 2018 annual report on State employees and the operation of the State Personnel System (SPS) is published pursuant to Arizona Revised Statutes § 41-751. In addition to the report itself, we provide two executive summaries: a high-level view of the SPS, and an interactive tool that allows users to select and view specific agency data.

In FY 2018, agency budgets and staffing levels remained lower than the years prior to the economic crisis of 2008-2010. The hiring freeze, which the State implemented in February 2008 and renewed in 2015, continued throughout the fiscal year. The overall size of the State’s workforce remains significantly smaller, and yet the population that is served by our government agencies continues to increase. The impacts of these actions are illustrated in many of the charts and tables contained in the report. To highlight several key points:

  • There were 33,200 SPS employees at the end of FY 2018. This represents a continued reduction in the size of State government, shrinking 4,756 filled positions, or 12.5% since FY 2008.
  • The average employee base salary was $46,548 which showed a slight increase of 1.2% from last year.
  • Workforce diversity continues to exceed or closely mirror the diversity of Arizona’s population. The State workforce comprised 53.8% females and 46.2% minorities last year, while the Arizona population is 50.8% females and 49.2% minorities.
  • The employee turnover rate remained the same as FY 2017 at 18%.
